Get TikTok user followings

Returns TikTok user followings. Send secUid (User secUid); optional count, maxCursor, minCursor. When accessing a direct video CDN link, carry Cookie: tt_chain_token={tt_chain_token} in the request header, where {tt_chain_token} is the value returned by this endpoint. The direct video CDN links returned by this endpoint require the returned tt_chain_token to be accessed, otherwise HTTP 403 will be returned.
