Add looot as an MCP server in Cline's VS Code extension so it can call looot operations mid-task.

Setup adds looot as an MCP server in cline_mcp_settings.json, then installs the looot CLI so you can prove the connection with a real run.

Full config for agents has the exact MCP config body for Cline.
